Almost 900 voters have already cast their absentee
ballot!
Election day in Rehoboth Beach is this coming Saturday, but more than likely, the voters have already decided the election. According to Krys Johnson, city spokeswoman, as of last Wednesday, the city had mailed out 1178 absentee ballots and about 75 percent (881) of them have been returned.
This year, 1739 persons are registered to vote. So it will be interesting how many voters will appear in person to cast their ballot on Saturday. Those who appear in person will be required to wear face coverings, practice social distancing and should bring a photo ID.
The deadline to request the city to mail absentee ballots is this Tuesday, August 4. Because of Covid-19, voters should submit their request for absentee ballots by mail or email. Absentee ballots must be returned by mail or dropped off before the polls close on election day at 6 p.m. Ballots should be mailed or placed in the drop-off box in front of City Hall only.
Voters wanting an absentee ballot must complete a request form which they can obtain by calling 302-227-6181 ext. 159 or download the form from the city's website. That form requesting an absentee ballot must be filed no later than noon on Friday, August 7.
Voters who have already submitted an absentee ballot may change their vote by contacting the City Hall Elections Office. Election info is on the city's website.
Counting the absentee ballots will begin at this public meeting scheduled for 1 p.m. Saturday.

DEWEY LIFEGUARDS HELP RESUSCITATE TODDLER
Members of the Dewey Beach Patrol resuscitated a toddler last Monday morning after she was seriously injured. This did not happen on the beach, but in a townhouse in the ocean block of Dickinson Street where the three-year-old girl had tumbled down a flight of stairs.
After her frightened parents called 9-1-1 for help, the lifeguards heard the call dispatched on the beach patrol's fire/EMS radio and responded to the townhouse. That is where they found the girl pulseless, DBP Capt. Todd Fritchman said, and they immediately began efforts to try and save her life.
Dewey Beach lifeguards, Capt. Fritchman explains, do more than guard the beach. They respond to medical emergencies throughout town and provide care to the maximum extent possible under their certifications. The guards have medical training and the patrol typically has an EMT ready to respond. The DBP UTV, shown here, is ready, packed with medical and rescue gear!
It is especially critical in Dewey, Capt. Fritchman explains because an ambulance from Rehoboth or paramedic from Plantations Road could easily get delayed in traffic. DBP members can be on the scene almost anywhere in town within a couple of minutes ready to start basic-life support. "In a case like this," he observes, "this could be a matter of life or death." While Dewey police do respond on EMS calls, DBPD Sgt. Clifford Dempsey says it is good to have the lifeguards there because of their medical training.
"Our program was successful because we saved a life," Capt. Fritchman said. "We should be proud of their response efforts," he added.

HUNDREDS REMEMBER DEWEY MAYOR AT BAYWALK DEDICATION
Hundreds of visitors including state and local officials celebrated what would have been Mayor John "TJ" Redefer's 59th birthday this past Tuesday during a dedication of the town's new "baywalk" in his memory. Mayor Redefer lost his life on April 7 to pancreatic cancer. He had served the town as commissioner and mayor since 2017 and was re-elected to a second two-year term in 2019.
"'TJ' was a beloved community member and he worked tirelessly as mayor to ensure this 'baywalk' got constructed," says Steve "Monty" Montgomery, owner of The Starboard. "It is a spectacular amenity for our town, and we wish he was here to see the permanent contribution he has made," he added.
Along with the "baywalk," there will also be signage, chairs, benches and tables to help dedicate the "baywalk" in Mayor Redefer's memory. Shown is his wife of 31 years, Roberta "Bobbie" Redefer along with Thom Harvey who is the President & CEO of Harvey, Hanna & Associates, the company that owns the Lighthouse Cove.

YET ANOTHER BLACK-BELLIED WHISTLING DUCK SIGHTING!
After last week's Black-bellied whistling duck report, Barbara Brewer said she too had encountered this pair of Black-bellied whistling ducks the previous Saturday morning by the pond approaching the green on the #6 hole at the American Classic Golf course behind the Acme in Lewes. "I didn't get a very good photo," she says, "since I was golfing but was close enough to be certain of the identification."
Rita D'Ascenzo reported seeing a similar duck in the pond at the Grande at Canal Pointe earlier this season. Like the bird experts say, she points out, we may see the ducks again next year. "And we will be looking for them. Can you believe all the excitement and interest that these Black-bellied whistling ducks have created? Like pop stars," she adds!

TREE LIMB FALLS ON BOX TRUCK IN REHOBOTH
After this Isuzu box truck brushed up against the tree, a large limb snapped and crashed onto the truck this past Saturday.
It happened around 2:30 p.m. in the second block of Stockley Street.
Fortunately there were no injuries, but it took public works personnel a couple of hours to clear the debris.

REHOBOTH WATER ADVISORY ISSUED, THEN LIFTED NEXT DAY
It is bad enough that Rehoboth has had to deal with Covid all summer and then comes a "recreational water advisory" following bacterial test results that were above the standard. This particular test location at Rehoboth Avenue is close to one of the stormwater outfall pipes. This swimming advisory was not a beach closing, nor did this advisory affect the entire beach. Signs were posted on nearby lifeguard stands and lifeguards extended the no-swimming area around the Rehoboth Avenue jetty along where the outfall pipe runs.
Officials speculated that these bacteria most likely originated from wildlife sources and increased rainfall, waves or wildlife feeding near the surf, such as shorebirds, marine mammals or other warm-blooded animals. As an interesting coincidence, lifeguards had reported an increase in "marine life" sightings close to shore the past few days. The guards often clear the water of swimmers in the affected area until the "marine life" leaves. These sightings are typically sand sharks, rays or sometimes dolphins.
As for rainfall, according to the Rehoboth DEOS weather station, the city had only 0.12 inch of rain in the days prior to the test (0.04 inches on Sunday, 0.05 inches on Tuesday and 0.03 inches on Wednesday). The sample in question was taken on Wednesday. The advisory was issued at 2:30 p.m. on Thursday and lifted at 3:45 p.m. on Friday after a second test was within the limits.
The current advisory status and history of test results for monitored recreational waters in Delaware, including ocean and bay beaches as well as some inland ponds, is posted at https://recwaters.dnrec.delaware.gov/. Anyone can sign up at the site to be notified of water advisories when they are issued.
